Enhancing Resilience in Guyana's Healthcare System and Ensuring Timely Access to Essential Medicines During Emergencies through Public-Private Partnerships

Abstract:

This research explores enhancing resilience in Guyana's healthcare system and ensuring timely access to essential medicines during emergencies through Public-Private Partnerships. The study’s objective was to demonstrate how strong collaboration within PPPs—manifested by efficient information sharing, streamlined regulatory procedures, and collaborative emergency response planning—will significantly enhance healthcare resilience and improve emergency response effectiveness. A mixed-methods approach was utilized, encompassing a population of 450 stakeholders within the healthcare system, with a sample size of 293 acquired using stratified random sampling. Data were gathered by structured questionnaires, semi-structured interviews with 20 individuals, and 20 facility surveys. The results reveal a modest view of collaborative strength, with notable obstacles mentioned, such as resource limitations and ineffective communication. Quantitative studies indicate a significant negative association between replenishment times and stock-out durations, with typical stock-out durations approximating 15 weeks. Insufficient emergency response techniques were emphasized, with the majority of respondents indicating dissatisfaction with existing processes. The study concludes that if the elements of efficient communication, resource allocation, and consistent inventory management techniques are present and further developed all with PPPs, healthcare resilience and emergency response would likely improve significantly.
